Which of the following most accurately describes the problem?

A van driver caught watching his in-cab television in slow-moving traffic has been fined £75 by Birmingham magistrates.

Police spotted TV systems engineer Allan Wostenholme watching a breakfast show on a TV he had on his dashboard while driving through Birmingham.

Wolstenholme claimed the portable TV was not working at the time and that the police had only seen a reflection on the screen, but he was convicted of driving while being in a position to see a TV screen. Fortunately Wostenholme did have a TV licence—the fine for watching an unlicensed TV can be up to £1,000.
