Which of the following most accurately describes the problem?

• Transport Secretary Cecil Parkinson has rejected calls to speed up the bridge strengthening programme.

"The Department considers that 15 years is a realistic timescale, given the scale and complexity of the bridge programme," says Parkinson.

"The programme is a revolving one and the amount of work involved has increased since the programme was announced, as a result of further investigation of the repairs needed to concrete bridges.

"The supply of specialist engineers to carry out this work is limited and furthermore an accelerated bridge programme on top of the major programme of roads renewal and construction would add significantly to traffic disruption," he adds.
