• In an effort to iron out national differences in fuel costs, the European Commission wants all EC states to adopt a harmonised range of excise duty charges by 1 January 1993.
These proposals represent a watering-down of the 1988 Commission suggestion that a standard rate of duty should apply to sales in each category of mineral oil throughout the EC by 1992.
Instead, the Commission proposes that member states should aim for a series of 'price bands' which would be reviewed every two years. The proposed diesel band is between 14p and 14.8p/litre.
