Which of the following most accurately describes the problem?

THE INSTITUTE of Road Transport Engineers welcomes the views expressed (CM, January 18) by the Freight Transport Association and Road Haulage Association on the role and importance of the ETMC (European Transport Maintenance Council). It was also flattered by Freddie Plaskett's kind words of confidence in us to represent his association's views.

One has but to look at the makes of lorry and, indeed, at the number of European registered vehicles on our roads to realise that it must be in all our interests for our views to be heard in a European forum. We have only ourselves to blame if "European solutions" are sometimes imposed upon us, if we are not prepared to put forward our own points of view.
