Which of the following most accurately describes the problem?

FIRM PLANS TO CUT PREMIUMS • A new road safety insurance package, FIRMS (Fleet Insurance Risk Management Services), has been launched by General Accident, aimed at reducing road accidents and insurance costs for fleet operators.

A key part of the package is that drivers must attend a oneday driving course, costing £58, run by The Royal Society for the Prevention of Accidents (RoSPA) and covering motorway driving, hazardous conditions and general bad driving habits.

General Accident will pay a 25 grant for each driver sent on the course before 31 December 1990, which is deducted from the renewal premium. Operators can earn a refund on premiums if their claims experience improves, within the year.

Other features include a free-risk improvement depot survey, which concentrates on vehicle security, driver recruitment and introduction of discipline and incentive schemes, as well as two free risk management books and a drivers handbook. HGV drivers are included in the scheme as well as car and van drivers and General Accident will cover trucks up to 38 tonnes GVW.
