Which of the following most accurately describes the problem?

bus fare agreements actually benefit passengers. The federation is angry that the director general of the Office of Fair Trading, Sir Gordon Borne, is threatening 36 provincial bus operators with litigation under restrictive practices legislation. NFBU chairman, Dr Caroline Cahm, says: "These agreements have meant that companies on a jointly operated route accept each others' return tickets and travelcards and timetable their services to run at regularly-spaced intervals. It is appalling that these companies should be attacked for responding directly to demands from their passengers instead of simply trying to run each other off the road," she says.
