Which of the following most accurately describes the problem?

LORRY DRIVERS will soon look on tachographs as friends and not foes, according to Road Haulage Association national chairman John Silbermann.

Addressing West Midlands members last Friday, Mr Silbermann coined the term "PAL in the cab" as an effective weapon against "spy in the cab" publicity put forward by the anti-tachograph lobby.

"Indeed, PAL seems a very appropriate abbreviation, since the letters P, A and L will remind every driver that P stands for the protection that the tachograph provides against unfounded accusations.

"A stands for the aid and assistance that the tachograph provides to the driver and the owner in obtaining more productive performance from the vehicle, and L stands for the legality that will be enjoyed beyond dispute by all those vehicles equipped with a tachograph."
