Which of the following most accurately describes the problem?

LONDON TRANSPORT has recently increased the payments made to staff who can persuade friends and relatives to become bus drivers or mechanics.

For every driver or mechanic recruited, LT is now paying the member of staff who introduced him a total of £100. Of this, £20 is paid after a month's service, and the rest after a year. Payments of £50 are made for recruiting bus conductors, Underground guards or booking office clerks.

London Transport said this system has been operating successfully for several years, but it is only recently that the payments have risen in an effort to fight the acute operating staff shortage. LT is currently short of 2000 bus drivers and 900 conductors.
