He said: "It also states 'a good many operators were prepared to take whatever rates are quite common.' In the summary at the end of the report, the commission gives 'advice,' which I consider very strange advice, stating that more can be done to carry return loads thus avoiding empty running."

Mr Silbermann responded: "It is incompatible to give such advice — except as a weak generalisation — in the light of the detailed findings contained in the body of the report."

He said that findings showed that hauliers were already established into a "good competitive commercial system" of exchanging freight with one another.

"In the RHA, we also commend to our members to form themselves into such co-operative ventures, wherever possible, in order to expand this system of utilising empty lorries."
