Despite a constant flow of complaints from the travelling public — which, expressed in percentage terms, is very low — the British road passenger industry is a highly efficient industry. The services provided by the industry are generally appreciated by the general public, who apparently do not see a double-decker as a "juggernaut". This might be because they can identify a psv as something they need and use.
The passenger men not only have to prove need before the Commissioners, but also the quality of themselves and their equipment. They also have to show that they will operate at economic rates.
Where the passenger men fail, and many fail miserably, is in the fitness of their premises. Haulage operators who use the public highway as their garage and service area are disappearing fast. The same cannot be said of street parking aoch operators.
Many use their vehicles as personal transport for drivers, park them on the public highway overnight become a public nuisance — though not in police terms it seems — and consequently carry reduced overheads.
Established, properly organised operators should object to such men . holding a licence — they are "cowboy coachmen" who are damaging the industry.
