Which of the following most accurately describes the problem?

A NOVEL unit-load system offering many of the benefits of ISO operation to vessels and ports not specially equipped to handle them has recently been introduced by the Belfast Steamship Co. on its Liverpool/ Belfast service.

The system consists of containers and cargo flats with base frames of identical size and construction. By means of a simple, hand-operated device incorporated in the corner blocks, either two fully laden containers or a container and a flat, can be coupled together and lifted as a single unit.

In addition to the resultant considerable economy in handling and consequently in turn-round time, the system permits multistacking in a vessel's hold with perfect safety and without the need for additional securing.

Known as "Twin-lift", the containers and flats were designed and built to the requirements of the Belfast Steamship Co. by Bonallack Freight Containers Ltd., of Basildon, Essex. The steel and alloy containers have overall dimensions of 7ft x 7ft x 7ft 6in. height giving 286 cu.ft. of load space, weigh I2cwt lqtr and have a safe working load of 5 tons.

The cargo flat, with base frame of similar construction and dimensions as the container, has 5ft high detachable and interchangeable timber and mild steel slatted sides, weighs 6-1-cwt and has a safe working load of 4 tons.
