Which of the following most accurately describes the problem?

THE special requirements of Essex nurserymen for solid fuel during the winter led the Metropolitan LA on Tuesday to make a grant for a single vehicle from B licence to White Aggregates and Soil Supplies, of Marlborough Road, Romford.

For the applicants Mr. and Mrs. H. T. White, Miss E. Havers said that their business was that of builders' merchants and basic garden suppliers. They were fully occupied during the March to October season and operated one vehicle on C licence to make their deliveries.

In the winter, however, there was a heavy demand from nurserymen for solid fuel and the applicants sought a B licence for their vehicle to meet their needs. At this time of the year their vehicle was employed only 25 per cent of its time and Mr. White, who in the past had held a contract licence for some 10 years, felt that he was well placed to meet requirements within 25 miles of Romford.

Asked by Mr. R. Storey, for the objectors, L. A. and A. Pinch, he said that he had prospective customers in Romford, Harlow and Thundersley, each of whom needed loads of up to 50 tons during the winter. Supporting him Mr. A. Gates, whose nurseries cover 16 acres, said that he preferred to buy direct from the wholesalers. He worked on a remote site which local hauliers tended to avoid because of access difficulties and he was obliged by lack of space to accept loads at irregular intervals and in small quantities.

The application was granted.
