Which of the following most accurately describes the problem?

A Quantity licensing is the method used at the moment to ensure that there are not

too many vehicles chasing too little work in different sections of the country. The Minister proposes to modify this to control vehicles over 5 tons unladen weight which are to operate beyond 100 miles of base.

Quality licensing exists to some extent today in that the LA has to be satisfied that an applicant is a fit person to hold a licence. The proposals extend this to ensure that applicants are qualified, have sufficient financial backing to operate and have adequate maintenance facilities.
