Which of the following most accurately describes the problem?

DESP1TE many local protests, Cardiff Transport Committee are adamant that the city's trolleybuses must be scrapped.

The undertaking's general manager, Mr. I, F. Siddall, announced at the committee's meeting last week that the trolleybuses had one basic failing. They were tied to an overhead line and were thus extremely difficult to manceuvre in heavy traffic. 'It is asking too much of a driver to expect him to keep an eye on the overhead wires and pay full attention to the road at the same time," he said.

The City Treasurer and Controller, Mr. R. L. Davies, said that trolleybuses had lost the financial advantages they once possessed.
