Which of the following most accurately describes the problem?

THE urgent problem of traffic congestion in Preston and Lancaster was put to the Minister of Transport, last week by a deputation representing the local authorities. The deputation asked for permission to build by-passes.

The Minister emphasized the dculties caused by restrictions on capital investment, but was anxious to see preliminary planning work, as long as it involved no material expennure.

The Welsh Parliamentary Party received a deputation from the British Road Federaeien and the Industrial Association of Wales and Monmouthshire last week. Mr. C. T. Brunner acted as spokesman for the Federation. The deputation submitted its case for the construction of new roads serving South Wales and improvement in existing roads in this region.

The deputation pointed out that the growing industrial partnership of South Wales and the Midlands was being severely handicapped by the lack of proper road communications. Moreover, the internal roads of South Wales were rapidly becoming incapable of serving growing needs.

The attention of the Party was also drawn to the Fact that South Wales and the Midlands were both heavily engaged in the national rearmament programme.
