Which of the following most accurately describes the problem?

• The Environment Agency has warned that the EU Landfill Directive, which phases out the cheap disposal of tyres to landfill from 2003, could result in a mass of illegally dumped tyres in the UK.

The EA's Tyre Watch campaign is designed to make businesses more aware of their responsibilities; it warns users to check their tyre collectors are legitimate.

EA chairman Sir John Harman says: "Since more than 166,000 tonnes of tyres are currently disposed of to landfill every year, the new directive has the potential to encourage more illegal tipping. If co-ordinated action isn't taken the scale of illegal dumping will increase, driven by the financial incentive to save the cost of proper disposal."

The phased EU bans on tyre disposal are due to start in summer 2003 but the EA warns that up to 80% of vehicle dismantlers, garage services, tyre distributors and retreaders do not know the law is about to change.
