This must be waste paper month at the DoE since it has launched on an unsuspecting population two tomes, both out of date and equally useless, Take, first, the Cairncross Report. You haven't heard of it? Tut tut. This was produced by an advisory group formed last summer as part of "A full and searching re-assessment of the Channel Tunnel project." The members of the group were a TUC economist, a Midland Bank economist, a professor from Leeds University, the deputy chairman of Courtaulds, and Sir Alec Cairncross, Master of St Peter's College, Oxford. The Department is careful to point out that the views expressed are not attributable to the Government, but "will be of particular value if the tunnel is revived at a future date." In 40 years' time, perhaps ?
