Which of the following most accurately describes the problem?

• Two more appointments to the Executive of the Tyneside Passenger Transport Authority were made last week. Mr. J. B. Hurst, general manager of Newcastle City Transport, was appointed director of operations and Mr. D. Fletcher, chief assistant, Arthur Collins and Co. Ltd., London, was appointed finance director. Both will have a salary of £5,000 per annum.

Mr. Hurst began his career in 1936 with Ribble, but entered the municipal field in 1948 when he became traffic superintendent at Sunderland. He moved to Glasgow in 1950, becoming traffic superintendent there in 1956. For the past eight years he was deputy manager at Newcastle before succeeding Mr. F. S. Taylor as general manager in May.

The date of transfer of the Newcastle City Transport and South Shields Corporation Transport undertakings to the PTE January 1, 1970—was queried by the Ministry of Transport who wanted the date brought forward. However the PTA voted unanimously to stick to the original date.

On the subject of concessionary fares the PTA wrote to the Ministry to see if the date of implementation of these fares throughout Tyneside could be brought forward. However, the Ministry replied that procedure for extending concessionary fares outside existing municipalities had not been finalized. A further letter to the Ministry, asking that an early decision be taken on this subject, has been sent by the PTA. •
