Which of the following most accurately describes the problem?

• From October 1 this year, older goods vehicles subject to plating and testing regulations will not be licensed unless valid test certificates are produced. From April 1 next year, test certificates will have to be produced for almost all pre-1968 goods vehicles over 30cwt unladen.

Under the Goods Vehicles (Production of Test Certificates) Regulations 1969 laid before Parliament last week, applications for goods vehicle excise licences will have to be accompanied by test certificates as follows: From October 1 1969 for vehicles registered before 1961 if based in England or Wales, or before 1958 if based in Scotland.

From April 1 1970 for all goods vehicles manufactured before 1968. Copies of the new regulations (SI 1969:954) may be obtained from HMSO, price 9d.

No special arrangements will be made for vehicles needing test certificates but which have been allowed to become overdue for testing, The Ministry last week warned that late applicants will have to take their turn, and may not legally use vehicle's without a test certificate after the last due date on which they should have been tested.

This week the Minister of Transport wrote to Chambers of Commerce throughout the country asking them to advise members about the effects of the plating and testing regulations and the new regulations requiring the production of test certificates with excise licence applications.

He repeated the warning that latecomers for test not only made it difficult for a proper flow of vehicles to be maintained at the testing stations but also prejudiced the applicants' chances of getting a test certificate in time to renew an excise licence.
