Which of the following most accurately describes the problem?

A CALL for more police to regulate .C1 traffic it Smithfield Market, Manchester, was made last week by Mr. W. Watson, president of Smithfield Market Tenants' and Traders' Association. After the annual inspection by Manchester Markets Committee, Mr. Watson pointed out that the police had made a special effort that day to ensure that roads in the market were clear.

He claimed that police at the market were not doing their job "without fear or favour "—favour came into it more than it should. He urged the Committee to make another tour when conditions were not so favourable.

Earlier. Ur:H. P. Hinderer, chairman of the Smithfield Market sub-committee, had said that talks were to be held about improving police arrangements. Already several traders had been warned about using lorries more than 24 ft. long in the market during Peak trading periods. It seemed some people had been selfish and lacking in consideration for others, he declared.
