Which of the following most accurately describes the problem?

Edward Booker of North London, who doesn't want his address released but supplies his telephone number of 01-223 7497, has won £100 from the GLC for his ideas on controlling fares frauds, in a competition launched by the GLC Tory Opposition. Apparently London Transport is facing a Loss of £97million this year and it believes that every penny fiddled will need to be recovered from the public purse.

Mr Booker is suggesting a pre-booking system, a fine for those without a ticket and a payment for excess fares.

Horace Cutler, the GLC Opposition spokesman, always the optimist, has said he will ask London Transport to examine the winning entries when we win the GLC election on May . The runners up in the event were Andrew August of Banbury, Oxon (second) and L. Y. Mallin of Tooting.

Mr Booker suggested auto matic ticketing and Mr Mallin, critical of LT's management, suggested that staff training and discipline would help. But spare a thought for Simon Blunt, the prospective Tory parliamentary candidate for Erith and Crayford He was first chosen as the winner, but decided to withdraw his entry because of his political connection. His idea was that boarding tickets should be obtainable from self-service machines which would show the boarding point, and then could be used as a basis for calculating the fare at the end of the journey. I wonder which of the ideas, if any, LT will take up.
