Which of the following most accurately describes the problem?

THE annual allocation for new buses purchased by Kingston-upon-Hull Corporation Transport is to be increased from £100,000 to £110,000, following the decision of the transport committee last week. Rising costs had made the previous allocation insufficient and the transport manager, Mr. W. Haigh, reported that it was now necessary to order two years in advance.

Out of the allocation Hull buys 15 new buses a year, and the department has ordered Leyland Atlantean double-decker bus chassis for delivery in 1967/8. Two years ago these buses would have cost £97,000. No final decision has been made regarding bodywork for the new Atlanteans.
