Which of the following most accurately describes the problem?

CAV Ltd. is taking a gamble on operators

being willing to pay extra for high-reliability electrical equipment. This was made clear by the company's sales director, Mr. Astbury, at the CAV Conference this week (a brief summary of papers appears on page 40).

He was replying to a comment by Mr. Broom, of Samuel Williams, and said that CAV was "hitching its star to high-quality, long-life products and intended to refuse business for anything less".

Another CAV speaker, questioned on the availability of British vehicles with turbocharged engines, said that a goods model would be coming out shortly as a result of three and a half years' development work—referred to in one of the conference papers in connection with BMC and Ford vehicles.
