Dozens of hauliers could be blacklisted from lucrative container work unless they comply with police-approved security standards for their yards.

The approval scheme is being proposed for Felixstowe because Suffolk Police say it has the highest level of container theft in the country.

DI Jim Keeble, who heads the towns CID, says only about 5% of haulage yards in The area would currently win police approval for security: "Some of these yards are targeted through their complete lack of any form of security.

"In effect, you are taking about a glorified tall garden fence," he adds. 'Offences happen in the dead of night in a yard that has poor lighting and generally no CCTV. In terms of Investigation we have almost nothing to go on.'' He says that once a vetting scheme was in place insurers would be encouraged to insert clauses into contracts so that only loads parked in policeapproved yards would be covered by insurance.

He adds that there is little incentive to invest in security at present because of the high costs involved: "There is no pressure commercially to do anything else. In most cases the insurance companies involved are multinationais and the loss to them is chicken feed when there are over 1,600 container movements a day in Felixstowe."

David Orrell, regional manager of the Road Haulage Association and a member of the Suffolk Truckwatch steering committee is waiting to hear more details about the scheme. However, he suspects that it would probably be too bureaucratic for insurance companies to operate.

Later this year Felixstowe police plan to make a presentation about ideas to improve container security in the port and around the town.
