Which of the following most accurately describes the problem?

• WoIverha ton haulier Clifford Morgan was disqualified from holding or obtaining a licence for 12 months when his licence was revoked by West Midland Licensing Authority John Mervyn Pugh at a Birmingham public inquiry.

At an earlier hearing, Deputt, Licensing Authority Alan Boudet adjourned consideration of disciplinary action after hearing that Morgan still had fines of .E6,000 outstanding.

Morgan held a licence for six vehicles and three trailers. Bourlet wanted a full financial statement, including accounts. He suggested that Morgan also took legal advice. He warned Morgan that he would usually expect to see £2,000 per vehicle and trailer in fluid assets, which would be £10,000 for the four vehicles and one trailer in currently in possession.

Morgan had told the DLA that the fines had been imposed when a cheque for vehicle excise duty was not honoured because a customer had "gone bust" on him owing £1,500. The court had told him to pay the fines off at £100 a month, which was what he was

doing (CM 14-20 September),

Revoking the licence and making the disqualifi cation order after Morgan failed to appear, Mervyn Pugh said he had not heard from Morgan since the previous hearing and in view of the financial situation that became apparent then, he did not believe Morgan should be allowed to hold a licence.
