Which of the following most accurately describes the problem?

• Members of the South Yorkshire PTA — which will take over responsibility for the municipal undertakings of Sheffield, Rotherham, Barnsley and Doncaster — are currently making a tour of the fleets 'which will come under their control.

PTA members last week visited the Rotherham headquarters. Following this visit local press reports suggested that the Authority would be faced with a loss of L24m in its first financial year. However, Mr N. MacDonald, general manager at Sheffield and director-general of the new PTE, was unable to confirm this figure to CM. He said the PTE had not yet received its designation order and that it was too early to comment on the financial situation.
