Which of the following most accurately describes the problem?

FUTURE FARES applications coming before the West Midland Traffic Commissioners may not be granted until an efficient audit of the applicant's operations has taken place. This was said by the chairman of the Commissioners, Mr A. A. Crabtree, in Birmingham on Monday.

His comments came at the close of a public sitting when the Commissioners granted applications for increased fares by the West Midlands PTE.

Earlier, Mr M. P. Parrow, for the PTE, said that with the current fares there would be a deficiency of £18m in the year.
