Which of the following most accurately describes the problem?

WISDOM is already being seen in the Freight Transport Association policy of refusing to discuss county lorry route schemes until a national policy is devised.

So says traffic adviser Mr Richard Turner. He told the FTA North Western division that the "unprecedented" decision not to discuss individual county lorry plans until the national decision had been made, was proving to be right. Support was growing "almost by the day."

Mr Turner said that the decision had already brought a sympathetic response from local authorities. "Industry and other organisations had recognised the common sense of the move and aligned with us," he added.

The plan for lorry routes had been largely misunderstood by local authorities. "What we have done is to refuse to be a party to this misrepresentation. With local authorities under pressure we decided that we had to take a lead," said Mr Turner.
