Which of the following most accurately describes the problem?

A method of increasing the drive axle-load on twin-axle bogies and thereby increasing Vachon is shown by York. Called the Traction Pack and shown for the first time in Scotland it consists of two rubber air-bags mounted between the chassis and the spring brackets by means of a small frame.

When increased traction is required the air-bags are inflated thus partially isolating the suspension and providing a more solid link between chassis and driving wheels, This device is used only with a single-drive bogie because as the load on the driving axle increases the load on the trailing or non-driven axle decreases correspondingly.

Air is provided by the vehicle's normal air-brake supply, a balance valve being fitted in between the brake and Traction Pack system to prevent any detrimental effect of leakage from the traction system to the brake system.
