Which of the following most accurately describes the problem?

Access to the Occupation of Road Transport Operator regulation looks set to replace the current standard national examination with a requirement that all new transport managers must obtain the full international CPC qualification. The regulation goes further and sets down the rules that state how many vehicles and licences transport managers can work for, and creates the concept of ‘internal’ and ‘external’ transport managers. Part-time transport managers will be restricted to four operations, running no more than 50 vehicles. Despite all this, there is no further guidance on restricted operators. It seems that restricted operators are at a distinct disadvantage – or advantage – depending on your viewpoint.
