Which of the following most accurately describes the problem?

A number of haulage firms have been through pre-pack deals over the past year: ● Harkers Distribution, the transport arm of Sunderland-based Angel Distribution, went into administration last August and was purchased by Tanner Developments – a company formed by the directors of Harkers. Administrators said the pre-pack included “goodwill, contracts and commercial information only”.

● Wisbech-based Heathcliff Haulage says its pre-pack deal a year ago was prompted by an inability to pay HM Revenue & Customs. MD Heath Noel-Storr bought the firm’s assets through his own firm, Noel-Storr Ltd. The new business then re-registered its name as Heathcliff Haulage and has retained its membership of Palletways.

● Administrators were appointed at Bulmers Transport in February this year, after the company failed – but it was itself formed in 2009 in a pre-pack after its own predecessor Bulmers Logistics went down.
