Which of the following most accurately describes the problem?

THE HIGHWAYS Agency is considering plans to use the Kent County Showground at Detling as a giant truck park during Operation Stack. This is the latest in a series of initiatives to help reduce disruption on the M20 which is used to park trucks when Dover port is closed.

Kent police recently agreed to introduce a contrallow system designed to keep traffic flowing. This follows at least 10 occasions this year when Operation Stack has been implemented because of berthing problems at Calais, strike action or storms in the Channel.

A Highways Agency spokeswoman says:"We are working with a number of agencies to help find a solution to Operation Stack."

Terry Russell from Kent-based TLC European welcomes the move: "It's a good idea from both an operational and health and safety perspective."

• See page 14 for an update on the situation in Calais.
