Which of the following most accurately describes the problem?

TWELVE DRIVERS from BP's Swansea terminal were brought to Filton airport, Bristol, recently for some practical fire drill training. Looking forward to it, they were, and raring to go. Then BP oil driver and trading boss Bob Catton came in and announced that they would have to pile back into their coach and go home. The course was off. The protective clothing provided by the Petroleum Training Federation was not up to scratch, he said.

BP had used PTF training courses elsewhere, but this was the first time it had used the facilities at Filton.

Drivers who saw the clothing were less concerned about protection from fire than whether or there was an adequate supply of disinfectant. The clothing was filthy.
