Which of the following most accurately describes the problem?

WEST MIDLANDS haulier Bert Neely was expected to be elected national chairman of the Road Haulage Association on Wednesday this week, after we closed for press.

Mr Neely, who has been a vice-chairman since 1980, will serve until 1986 and succeeds Harold Russett, who has been chairman for the past two years.

In normal succession, the vicechairman for the last two years would become senior vice-chairman this week and succeed Mr Neely in 1986. But this year's events are different as the present junior vice-chairman, Jack Mather, has pulled out.

He takes over the role of chief executive of the National Freight Consortium in October this year, and has withdrawn from RHA office as it would not have been possible for him to have fulfilled the national chairman's role in addition to his demanding new workload at NFC.

Only two candidates — Newark, Nottinghamshire, haulier Barry Hempsall, and Flowers of York's Glyn Samuel — were standing for the vicechairman's position as we closed for press.
