Which of the following most accurately describes the problem?

AUSTRIA expects that a new lorry tax will be charged from July of this year, if a draft law is approved by the Austrian parliament.

Tax will be charged at a rate of 0.25 Austrian Schilling per tonne of permitted payload capacity, multiplied by the number of kilometres travelled in Austria.

The maximum monthly payment for a vehicle of up to eight tonnes will be 100 Schillings per tonne, and larger vehicles will pay up to 200 Schillings per month.

The Department of Transport expects that the tax will apply even if vehicles are partly laden, but that unladen vehicles will be exempt. Drivers will be required to pay in cash.

Expected charges for single journeys (based on 20 tonne maximum payload) include Salzburg-Spielfeld (1650 Schillings) and Salzburg-Vienna (1350 Schillings).
