Giving evidence a vehicle examiner, Mr D. Cook, said that the company had incurred two GV9s in September 1971 and he considered that proper preventive maintenance might have avoided the defects found. However, his main criticism was of the lack of proper records.

Reserving his decision the LA, Mr C. M. Sheridan, said he was not satisfied that the operator exercised a proper conviction that regular inspection was necessary. He understood that the operator was in the course of obtaining RHA forms and he wished to see a proper system in operation before giving a decision.
