Which of the following most accurately describes the problem?

THE Yorkshire Traffic Commissioners last

week at Leeds granted Wallace Arnold Tours Ltd. a variation of conditions of an excursion and tours licence but said they would give notice of a proposal to reduce an authorized vehicle allowance from 20 to 15.

The variation was in respect of a period excursion from Leeds to Morecambe, adding a third Saturday (August 12) to the first and second Saturdays (July 29 and August 5) already authorized.

For Wallace Arnold, Mr. J. E. Hanson said the extension was needed to cover the staggering of the Leeds holidays. A total of 20 vehicles would be acceptable on the two departure Saturdays. Being a "peak" licence, there would be no abstraction, although the daily service operated by objectors West Yorkshire Road Car Co. Ltd. and Ribble Motor Services Ltd. was acknowledged.

Cross-examined by Mr. W. R. Hargrave, for the objectors, Mr. W. J. King of Wallace Arnold agreed that demand not catered for by his firm was met by other operators; and that a maximum of 15 coaches had been needed on the basis of 41-seaters.

Mr. Hargrave told the Commissioners that the point at issue was the number of coaches. The Chairman, Mr. H. E. Robson, said the Commissioners had in mind 15 vehicles, but vehicle allowance had not been published and it was proposed to reduce it from 20 to 15.
