Which of the following most accurately describes the problem?

to all road operators was discussed and considered at a largely attended meeting of the A.R.O. at the Angel Hotel, Hanley, recently. The chairman requested Mr. E. Nugent Linaker, of E. Nugent Linaker and Co., Ltd., Birmingham (official insurance broker to A.R.O.), to give them his views and advice in respect of insurance, from 'the aspect of war emergency.

With respect to operators, the use of whose vehicles was required under the emergency regulations, he referred to the statement recently issued by the Accident Offices Association to the effect that the emergency use of vehicles on behalf of any authority or hospital would be regarded as coming within the scope of policies of all kinds, where no payment (other than an allowance for running costs) was received. Other cases would be treated on their merits.

In all cases where the operator was covered in respect of third-party risks only, he strongly advised him to inform the Authority of this fact, and to make it a condition that the Authority should provide a full cover.

He advised owners, in every case where their vehicles were used for these purposes, to communicate through their brokers with the insurance company concerned, to make sure that they were properly covered, and that they ran no risks.

Referring to " war risks," he said that these risks were not now insurable by any company, and that insurance against them which was of any value to the operator, was practically impossible.
