Which of the following most accurately describes the problem?

HAULIER JACK Richards & Son is offering a £5.000 reward for the apprehension of thieves who made off with 25 pallets of chocolate.

The Norfolk-based company hopes to attract information about the 2 March theft from its Griffiths Road compound in Lostock. A tractor unit left the site at 9.40pm with a trailer full of the stolen Boost and Bounty bars, worth £100,000.

A group spokesman stresses "We don't accept this sort of behaviour, and we are not a company that takes these things lying down." The haulier is concerned it could lose business from such incidents. According to Inspector Dave Snasdell, who heads the Winsford Neighbourhood Policing Unit: "This would have been conducted by an organised gang who would have had an outlet for the stolen property."

Jack Richards & Son believes 5 the cash incentive will encourage witnesses to come forward.
