Which of the following most accurately describes the problem?

• The Driver and Vehicle Licensing Agency is to plug loopholes in last year's revision of licensing law, and will also change the rules on the size of trucks eligible for LGV driving tests.

At present a car driver can drive a 7.5-tonner towing a trailer of any weight; a combination weight limit of 8.25 tonnes is to be attached to that category. Another loophole allows the holder of a category C LGV licence or a class 2 or 3 HGV licence to drive an artic with a single-axle semi-trailer. This will be closed by the removal of the reference to trailer axles in the definition of categories C and C+E. The change is planned for 1 April 1993.

From 1 April 1994 a driving test must be at least 10 tonnes, instead of the present 11 tonnes, but its overall length will have to be 7.0m. An artic used as a category C+E test vehicle will have to be at least 18 tonnes GTW and 12m long, instead of simply 21 tonnes GTW as at present. A drawbar outfit will have to be at least 18 tonnes GTW and 12m long: the trailer will have to have an overall length of at least 4m (instead of wheelbase).
