Which of the following most accurately describes the problem?

LORRIES over 16 tons gvw will be banned from inner London at night if a plan is accepted by the Greater London Council.

The scheme, which prohibits vehicles except for access between 7pm and 7am each day, is being recommended by the GLC's transport committee— despite heavy opposition from the London boroughs.

A report before the committee on Tuesday revealed that of the 30 boroughs only nine agreed the proposal in principle.

But the ban plan could have been worse. A proposal to stop all through traffic exceeding 40ft in inner London all day every day was defeated. The night ban will apply to the area contained within the North and South Circular Road, the A102, A2 (Blackwall Tunnel) in the east.

It is estimated that 2,800 vehicles a night will be hit. During the consultations views were sought from the trade associations and the police.

According to the GLC the RHA had no strong objections to the plans and the FTA's opposition related to access bans rather than the through ban now proposed.

The cost of supplying road signs for the ban is estimated at E147,000 which will be met from 1977/78 revenue. The police have said that enforcement will present problems..
