other day one of my drivers parked outside a shop to deliver. Unknown to bun his front wheel was fractionally projecting on to a zigzag area of a pedestrian crossing and he is to be prosecuted. Is this not a little harsh?

The procedure at these now familiar zigzag areas is controlled by the Pedestrian Crossing Regulations 1971. This part of the carriageway is known as a zebra-controlled area and Regulation 12 provides that vehicles may not stop within this area, with minor exceptions which do not include delivery of goods. There is no degree of encroachment on the zigzag area laid down. If a wheel is within the marked area then this could be construed as "stopping" a vehicle within the prescribed area.
