Which of the following most accurately describes the problem?

Telegraph Hill is quiet just now. One of the new, bigger traffic barrier posts has been bent over and one of the old ones demolished by traffic. On one or two mornings recently a helmeted police patrolman has been sternly guarding the central "pass" against lorries. But the council has not mounted a renewed assault: perhaps they're having trouble in getting their flimsy gate mended?

This weekend we have the Vernal Equinox. Doesn't mean much? Well don't forget to put your clocks on an hour. (Remember the old jingle: "Spring forward; Fall back." It's the only way I can work it out.)
