Which of the following most accurately describes the problem?

ONE of the Milk Marketing Board's fleet of tri-axle tank semi-trailers, built in 1970, and employed as a reload vehicle on trunk haulage duties has been rebuilt as a tandem-axle unit.

The opportunity for the conversion came when one of the tri-axle tankers suffered accident damage, the reconstruction being carried out by the Primrose Third Axle Co Ltd, at Blackburn, Lancs.

The new bogie, plated for 181 tons uses two Rubery Owen-Rockwell axles while the Dunlop Stabilair air suspension from the original trailer has been retained. As a result of the rebuild the Thompson frameless 20,500 litres (4,500gal) twin-compartment tanker is now about 150kg (3cwt) lighter than it was before.
