Which of the following most accurately describes the problem?

• Lady Tweeds muir, Minister of State, Scottish office, voiced the Government's future plans, this week, concerning the Scottish Bus Group. Speaking at the annual dinner of the Scottish section of the Institute of Transport, she said that the SBG was proposing to withdraw a number of uneconomic services in rural areas and the Government was considering the provision of incentives to private operators to provide replacement services. The Government was also awaiting the results of a survey recently carried out by the Highlands and Islands Development Board on the effects of transport charges on the cost of living in the remoter parts of Scotland and the Western Isles. In addition the Government was studying plans for a comprehensive network of ro/ro ferries and a revised system of subsidies to the shipping services.
