Which of the following most accurately describes the problem?

A N application by Regan Bros. (Hault1 age) Ltd., London, El, to add six articulated vehicles together with refrigerated containers to an A licence, met strong opposition when the hearing was started before the Metropolitan Licensing Authority, Mr. D. I. R. Muir, on Wednesday.

British Road Services (Meat Haulage) Ltd., British Railways Board, Union Cartage Co. Ltd., R. Cornell Ltd., Davis Brothers (Haulage) Ltd. and Market Transport Ltd. objected, although the two latter objectors did not appear in court.

Mr. George Mercer, outlining the case for Regan, said that if the application succeeded the vehicles would operate

under the company's normal user of "Meat, ships' stores, foodstuffs and bonded goods, Great Britain; general goods, normally within 25 miles ". Certain vehicles working under Contract A licences with Wilson Meats Ltd. would be withdrawn.

Since the present A licence had been varied during 1961 by the addition of a further nine vehicles, a position had arisen, said Mr. Mercer, whereby the company was unable to cope effectively with demands made upon it.

After three supporting witnesses had given evidence the application was adjourned to a date to be fixed.
