Which of the following most accurately describes the problem?

APROGRESS report on List 3 of transport units for disposal was issued on Wednesday by the British Transport Commission and the Road Haulage Disposal Board. It showed that the response had been much better than to Lists 1 and 2 The names of many successful tenderers in List 3 appear on pages 192-193 of this issue.

List 4 will be issued next Monday. April 21 is the closing date for tenders for units without premises and May 5 for others.

The report said that List 3, which was published on January 27, contained 492 units (1,278 vehicles) without premises. The highest tender was accepted for 375 units (893 Vehicles) and all bids were rejected for 61 units (194 vehicles). No bids were received for 13 lots (63 vehicles) and 43 cases (128 vehicles) were outstanding.

"The proportion of acceptances (86 per cent. of decided cases) is considerably better than for List I or List 2," said the statement, "This is in no sense due to a 'lowering of sights' by the Transport Commission or the Disposal Board. In a far greater proportion of tenders than hitherto, realistic bids have been submitted, thus enabling the Commission and the Disposal Board to be satisfied that the price offered was reasonable. In the case of only very few of the units rejected was the bidding competitive."

Successful tenderers would be notified during the next few days.

"Unsatisfactory Results"

" The position of the units in List 3 offered with premises will show very unsatisfactory results," the statement continued. "Out of 180 units offered, no tenders at all were received for 62 units. No actual determination of tenders received has yet been made, but a first analysis shows that a high proportion will have to be rejected.

" It is clear that there are too few persons desirous of buying units with premises to justify, as a general rule.

" New units (not necessarily of the same shape) will be offered as soon as possible, containing most of the rejected vehicles from previous lists. The premises will be offered for a second time as part of transport units only where there is some reason to suppose that they will be wanted as such.

Separate Sales of Buildings

" Where premises are not re-offered as part of transport units, the Commission will be willing to negotiate for their sale by private treaty. A list of premises for sale in this way will shortly be available.

"Lists to meet 'small-man' requirements will continue to be offered at approximately monthly intervals, up to and including List 6. Each list will contain a high proportion of units with one, two, three and four vehicles. No decisions have yet been made for any list beyond List 6."

Tenders in List 3 for units without premises closed on February 24, and for those with premises on March 10.
