Which of the following most accurately describes the problem?

the use of PI road transport, which was stated to speed up deliveries by 24 hours, was discussed before the Yorkshire Licensing Authority, at Leeds, last week, when part of an application by the L.M.S. Railway Co. for additional vehicles at its Bradford base was reheard by order of the Appeal Tribunal.

The case concerned six motor vehicles to replace nine horses formerly based at Shipley, near Bradford, and an additional vehicle to cope with extra traffic. The horse teams at Shipley, explained_ Mr. E. G. Woodward, were taken out of use in November, 1934, when a scheme was brought into operation whereby rail-borne goods consigned to Shipley were taken to Bradford by express goods train, and then transported to Shipley by lorries. This arrangement effected a saving of 24 hours, as against the 'Old scheme.

Owing to the distance between Shipley and Bradford it was iinpracticable to use the horse teams under the new scheme. They were replaced by six motor vehicles already licensed elsewhere, which, with three . motor vehicles already in the applicant's possession at Shipley, transported all the Shipley traffic from the Bradford depot.

If the application were granted, • added Mr. Woodward, five of the six vehicles would be struck off the licence at the place from which they came, and they would not be replaced.

If the additional vehicles were authorized, there would be 85 at the Bradford base, but the number used for Bradford traffic would not be increased.

Members of the C.M.U.A. • and A.12.0.. objected. Decision was reserved.
