Which of the following most accurately describes the problem?

By David Harris NEARLY BIM IS to he spent on installing road sensors and cameras on the A14 between Felixstowe and the M1 in an effort to cut congestion.

The 62-mile stretch of road is heavily used by trucks taking freight to and from Felixstowe; Transport Secretary Ruth Kelly says the technology should help reduce road closures and improve safety.

The scheme includes incident detection sensors embedded in the road surface, which will enable traffic to be redirected after road incidents.

Work will start in February 2009 and is scheduled to be completed in 2010.

Kelly says: "The A14 is a crucial link between the port of Felixstowe and industrial centres in the Midlands, making it a key route both for East Anglia and for the wider economy."
