Which of the following most accurately describes the problem?

• Karl Kralowetz, the Austrian haulage boss jailed for employing hundreds of East European truck drivers on illegal wages, has now been sentenced by a German court to almost four years' imprisonment.

Kralowetz, who was at the centre of the 'social dumping' scandal that rocked the Austrian and Luxembourg transport industries last year, was director for United Continent Lines (UCL) in Luxembourg.

He was arrested after police raided eight Kralowetz offices around Europe. Evidence was found that drivers were breaking tachograph and hours rules, and some were driving for up to 26 hours with no rest.

Kralowetz was found to have helped the drivers break tacho laws and was subsequently jailed for three months and fined €9,900 (CM25 April-1 May 2002).

Kralowetz was extradited to Germany to face additional charges of smuggling almost 4,000 East Europeans into the EU and employing them illegally.

The 46-year-old Austrian made a confession to the Superior Regional Court in Munich on the first day of proceedings and was sentenced to three years and eight months.

Former UCL employees told the Luxembourg court last year that drivers received no holiday or sick pay.

They claimed Kralowetz also abetted employees in giving false testimony during official inspections.
